Virginia is the 12th state and first southern state to ban “gay and trans panic” defense for manslaughter or murder. The defense allows for blame of homicide to be placed on the victim’s perceived sexual orientation or gender identity, thus leading to a lesser sentence for the defendant. The legislation was introduced by Delegate Danica Roem, the first transgender lawmaker in a state legislature, to the Virginia House of Delegates.
The bill was signed by Governor Ralph Northam last week and will go into effect in July.
